ROCHESTER, MN -- After a string of high-profile dog attacks one Minnesota lawmaker is saying enough. And now he's working on a statewide breed ban that has animal activists fighting tooth and nail.

Kim Radke, Paws and Claws says, "If we can't keep track of the dogs that are dangerous who's going to enforce the law on this one?"

But State Representative John Lesch isn't worrying about that yet. Right now it's about hammering out the nuts of bolts of a breed-specific ban.

Two young children were recently bitten in St. Paul and Lesch hopes next year's legislation would help prevent that from happening again.
His proposal: outlawing chow chows, wolf hybrids, pit bulls, akitas and rottweilers.

In a recent interview Lesch has said, "You never hear stories about roving packs of golden retrievers attacking children in our streets, but you do hear about the pit bulls, who are responsible, according to Minnesota statistics, for up to one-third of the vicious attacks in this state in the past five years."

But his legislation has local animal activists outraged.

Kim Radke says "I would have to put 6 or 8 dogs down right now and who's going to do that."

While no other states have breed bans some cities like Denver do. But still Paws and Claws' Kim Radke says there are other options.

Kim Radke says, "Have to have a fenced in yard, maybe it's that they need to have proof of insurance and going to training with their animals I think to start with some simpler rules like that."

Kim Radke says, "they're sweet and lovable and with the right ownership they're not going to be a problem."

Under Representative Lesche's proposal anyone owning one of the banned dogs could face as many as 90 days in jail and a fine up to 1 thousand dollars.</DIV>

<DIV>PHILLIPSBURG | Town council members agreed Tuesday to press ahead with ordinances restricting pit bull owners after hearing horror stories from two Heckman Street residents. </DIV>

<DIV>Town attorneys will draft an ordinance to be read at the July 3 meeting. The public will have a chance to be heard at a subsequent public hearing. </DIV>
<DIV></DIV>
<DIV>Councilman Jim Shelly said he supports muzzles, age restrictions on pit bull walkers and a $1 million insurance policy. </DIV>

<DIV>"I don't think that's out of line," Shelly said. </DIV>

<DIV>Michele Broubalow, the town clerk, said the insurance can be tacked on through homeowner's or renter's insurance at an average cost of $65 per month. </DIV>

<DIV>"You can't condemn a whole group of breeds," said Reichman, of Schooly's Mountain. </DIV>

<DIV>Marshall Street resident and professional dog trainer Debbie Pruznick said aggressive behavior can be a response inherent to all canines. Pruznick said council doesn't suggest banning guns when there is an incident with firearms. </DIV>

<DIV>"Vicious dogs should be addressed," Pruznick said. "Breed-specific is not the way to go." </DIV>
<DIV></DIV>

Lonoke County Quorum Court member Larry Odom Thursday appointed a six-person committee to propose an ordinance to control vicious dogs, including those that run in packs. Cabot is also considering a pit-bull ban.

Lonoke County Sheriff Jim Roberson told the quorum court that his deputies have to respond to dog calls daily and that with area towns and cities prohibiting pit bulls, that a lot of pit bulls are being brought to the county. He said dogs running in packs also create a danger for people and livestock.

Roberson said if a dog at-tacks someone, it is picked up, quarantined, and if it doesnÂ’t have rabies, released back to the owner, who must pay the bite bill. If the dog attacks again, the procedure is repeated. ThatÂ’s all the authority the county has.

<DIV>County Judge Charlie Trout-man was away attending the annual meeting of the Arkansas Association of County Judges.

Quorum Court member Janie Troutman, who introduced the dangerous dog discussion, said she didnÂ’t favor a breed specific ban on vicious dogs, saying a Chihuahua could be as dangerous as a pit bull.

That nearly brought Roy Hen-derson, in the gallery, out of his chair. He said dangerous pit bulls live next door to his 6-year-old twins. He said the male pit bull had already attacked another child and implied that he would shoot the dogs if they threaten his granddaughters. He said a cocker spaniel or a Chihuahua could bite your ankles, but that when children are maimed or killed by a dog, it is almost invariably a pit bull.

Odom appointed Henderson, as well as quorum court members Troutman, Alexis Malham, Lynn Clark, Kyle Lackey, Robert Moery and Mike Dolan to the committee to study the dog problem.

Ward 3's Helene Laroque told city council Monday morning there were 26 dog attacks involving letter carriers last year and that doesn't include Enmax, gas company or other workers going to homes.
